Physical therapy often doesn't really address the core issue of back pain, and that is movement. Sometimes you've got structures, the spine in particular, that really need the assistance of a qualified professional to help restore the proper biomechanical movement of the segments themselves.
Many times physical therapy, although it will address the muscle issue, it's not really addressing the joint. And that's where a professional, a chiropractor, can come into play and help to work together with your physical therapy to really restore your function at its highest level.
